"Forest Park" Mixed Use Overlay Endorsed; Includes 350 Apartments

The "Forest Park" mixed use overlay, that includes 350 apartments, has been endorsed by a unanimous vote of the Urban Affairs Committee.

The "Forest Park" mixed use overlay was recommended to the City Council by a unanymous vote of the Urban Affairs Committee Tuesday night. “I have never been a fan of overlay dist but this one is diff. This is really going into an are of town that needs some help," said City Council President Patricia Pope. "We are getting an opportunity to create something for the Marlborough of the future instead of treading water.” Forest Park developers are seeking to build 350 residential units as part of a 110 acre multi-use campus on the former HP campus. The development will give the city $3 million in net tax revenue annually once it is fully built out. Development Putting Landscape at Risk

Marlborough's rolling landscape has come under threat from development.

Development patterns have placed New England's rolling landscape at risk according to a new study that has come out of Clark University and examined Marlborough. "New England is renowned for the beauty of its landscapes and the fall color we all enjoy so much," said Clark University geography researcher Deborah Woodcock. "It certainly won’t be the same if we flatten all our hills.”  The drumlin — the low rolling hills that were formed by glaciers and have come to  characterize New England — have been greatly impacted by development, according to the study. Overlay District Questions Remain for Council

Overlay questions remain for City Council following a presentation.

City Councilor's questions remained unanswered following a discussion of overlay districts in zoning. Mark Racicot, the Manager of the Land Use Division for the Metropolitan Area Planning Council, made a presentation to the council on overlay districts, but was limited to a general discussion of the topic. "It is something a community can use to focus development and build a new village," said Racicot of a mixed use overlay district. Councilors attempted to ask questions to get at the core of issues around a proposed mixed use overlay that would affect 100 acres of industrial land and allow over 300 units of proposed housing off of Forest Street. 100 Acre Mixed Use Zoning Overlay Proposed

The City Council has scheduled a time to hear expert opinion about a proposed overlay district that would allow over 100 acres of industrial land to be put to a mixed use purpose.

The City Council will meet with Metropolitan Area Planning Council (MAPC) at their next meeting to discuss a proposed zoning overlay district that would encompass over 100 acres. "This is a very important piece of land for us and those that come behind us," said City Councilor Joseph Delano who explained he would not like to see a large number of apartments placed in the area. The proposed "Results Way Mixed Use Overlay District" would permit mixed use — that could include commercial and residential — in an area off of Forest Street.
