Summer City Internship Program to Return

Roughly 20 internships in the city will be funded in the second year of the Public Service Internship Program.

The Finance Committee recommended the City Council transfer $25,000 for a second year of the Public Service Internship Program. Last year the program served 15 college students and will be funded enough this year to employ 20 students. "It was a great success. We are hoping to do the same thing this year," said Mayor Arthur Vigeant at the meeting of the committee Monday. The mayor said he plans to advertise the positions in the next few weeks. He will be looking to fill positions from different departments in the city rather than get interns and find positions for them. Finance Committee Recommends Union Contracts

The Finance Committee recommended the adoption of two union contracts with only three left to be negotiated by the city.

The Finance Committee voted to recommend the City Council adopt two union contracts Monday night. “They’ve been very reasonable in the things they have been talking about," said Mayor Arthur Vigeant as he discussed the fire fighters contract.  “We’re not looking to take advantage of them. We are looking for a fair day's work for a fair day's pay.” The contracts with the DPW Marlborough Public Works Equipment Operators Association (MWPEOA) and Firefighters Local 1714 were both recommended to be adopted by the full council. The MWPEOA contract will cost the city $52,725.22 for a contract that will cover 2013. The money is a one time stipend, rather than dealing with the calculations for retroactive pay, said the mayor. Supplemental School Funds “Unacceptable” to President Pope

City Council President Patricia Pope told the School Committee in no uncertain terms that returning for additional funds was unacceptable and must never happen again at a Finance Committee meeting Thursday.

City Council President Patricia Pope called the School Committee’s budget an abomination and embarrassment before the Finance Committee voted to recommend an additional $2.6 million to fill out the school budget. "This is absolutely unacceptable ... the budget is due to the city council the same time it’s always due,” said Pope explaining that the “hiccup” was no excuse as she referred to the ousting of Former Superintendent Anthony Pope. “The budget process this year was nothing short of an abomination and embarrassment.” The additional $2,581,967 represents a 5.3 percent increase over the FY '13 appropriated school budget of $50,852,532. I agree that a new facility is much given the current economic situation. Aging America does need a place to play and why don't they make the whole ward park a recreation center. The gym is in Bigelow School and then they can make the wading pool an expanded in door lap pool for all citizens not just the 200 elderly...be creative Marlborough!!!!!!   more ›

"Aggressive" Tax Plan for Quest Diagnostics

An "aggressive" tax agreement has been recommended by the Finance Committee to the City Council for the first company to sign on to the former HP location now known as "Forest Park."

Early adopters take risks for potential gains. In the case of Quest Diagnostics, they are the first business to sign on to the mixed use development of "Forest Park" where the mixed use portion has not been approved by city officials. However, the move has garnered them an "aggressive" tax program that other companies to join the development will not get. "It's not going to be to this extent, or this aggressive," said Mayor Arthur Vigeant of any future Tax Incriment Finance (TIF) agreements for businesses that sign on to occupy the property. There is still 550,000 square feet of office park to inhabit at the location with Quest having taken 200,000. Developers have said the final build out could see 1 million square feet of commerical …

Ideas, Options Sought from Community for New Senior Center

City Council Finance Committee reviews old feasibility study for center, price tag for easterly treatment plant and approves affordable housing units

Question: When is a feasibility study not a feasibility study? Answer: When it pertains to building a new senior center for city residents. With a 9-year-old feasibility study in hand, Mayor Nancy E. Stevens asked the Finance Subcommittee of the City Council on Monday, May 2, to update the former document at a cost of $23,000 with the hope that a new senior center would be built. The mayor said a professional architectural firm would be necessary to evaluate potential city-owned sites and estimate construction costs for the project. City Council President Arthur G.
