Is it time to amend the Constitution?

We are coming up to that time again. Time to push the debt limit up again. We are already spending our grand children's future on our debt. And, 1. they may not even be born yet and 2. our debt is only a fraction of our unfunded liability.

These are crazy times of careless spending money we don't have and won't have for generations. We will go down in American history as the most selfish generations ever.

Why can't we use article 5 of the Constitution to amend the Constitution to include a balanced budget with a 15% maximum cap on taxes?
