An Act to Reduce Spending & Fund Responsible Tax Cuts

My State Senate Jobs Plan seeks to lower the MA personal and/or corporate income tax rates in order to spur economic growth. The approach is revenue neutral by seeking to simultaneously close corporate tax loopholes, crony subsidies, certain special credits, favored allowances and special interest loan giveaways. (Ex. Evergreen Solar)

(These firms may now be in bankruptcy, relocated out of MA or not fulfilling old promises for new job creation).

  • My Bills implement pay-as-you-go (PAYGO) language that makes any individual or small business tax reductions tied to corresponding savings.
  • The approach is to simplify the state's tax code while broadening the base.
  • Freezes all new business regulations imposed on MA small businesses for a period of 36 months, in order to create certainty and not impose additional job killing rules.
  • Requires the Legislature adopt 2 year state fiscal budgets (or all Chapter 70 related appropriations) to assist towns and schools with local budgeting and staffing that often must wait for final State Aid figures - after the budget process ends usually in late July.
